Academic Appointments

The Graduate Student Researcher and Teaching Assistant titles are covered by collective bargaining agreements between the University and the United Automobile Workers (UAW).

Graduate Student Researcher (GSR) contract

Academic Student Employees (ASE) contract

The information here is not meant to replace or contradict the language that is contained in the collective bargaining agreement (CBA) or applicable University policy and is not a substitute for reviewing contract articles carefully. 

Compensation for GSRs are established by the salary rates published on the UC Table 22

At UCSF, Basic Science PhD student earnings are paid at salary point 6 and 50% effort. Non-Basic Science PhD student earnings are paid according to experience level with placement at the appropriate salary point listed on the UC Table 22 scale.

Student academic appointments are typically limited to 50% (20 hours) maximum to allow for at least half-time study and academic degree progress. GSR appointments are limited to a maximum of 50%, whether in the same department or another UC campus. A student may hold a combination of student academic appointments (e.g., GSR and GSI or GSR and Tutor), totaling up to 50% time. Requests for exceptions to work over 50% are possible - see Exceptions to Policy section below.

During quarter breaks and in the summer, graduate students may be approved to have up to a 100% appointment. The GSR title is limited to a maximum of 50% and approvals for appointments over 50% are required per the Exceptions to Policy below. If the student’s curriculum requires summer attendance and the payroll appointment is 25-50%, fee remission must be paid by the same funding source as the stipend/salary.

Exceptions to Policy

Graduate students may hold more than one academic appointment title (e.g., GSR and Graduate Student Instructor, or GSR and Tutor), provided their combined effort does not exceed 50%.

Appointments that exceed 50% are considered exceptions to policy and require additional approvals: 

  • 51% to 75% effort: approval required from both the program director and the student’s faculty advisor. 
  • Above 75% and across multiple locations: approval required from the Graduate Dean. Any approved appointments over 50% must be in conjunction with another appropriate title. 

Please complete this form for appointments over 51%.

For appointments 76% and more, it is recommended that Dean’s approval be obtained in advance, and then complete and route the form. To request the Dean’s approval, email Annabelle de la Rosa, financial analyst. The request should be submitted on department letterhead and include a strong justification for the exception, the percentage and duration of the appointment, the appointment payroll title(s), and state approval from the program director and the student’s faculty adviser. 

Academic appointments at multiple UC locations require a Multi-Location Appointment (MLA) form. The completed form must be submitted through an HR PeopleConnect case and routed to the Graduate Dean for approval.

Fee Remission Policy

  • Unless prohibited by the funding source, departments that appoint graduate students in student academic titles (see table below) at 25%-50% time for an entire quarter or have the dollar equivalent (e.g. 50% appointment for half the quarter) are required to pay their tuition and fees from the funding source(s) that pays the student's stipend. If the appointment is split between two or more funding sources, the fee remission will be split in the same manner. The combination of student academic appointments must be 25% or more to be eligible for fee remission. Read the unabridged fee remission policy.
  • The student academic appointment must be effective within the first week of instruction in the quarter for which fees are paid.
  • In rare cases, a student may have a fellowship that pays fees and tuition, but may still hold a student academic appointment. Notify Annabelle de la Rosa in Graduate Education and Postdoctoral Affairs if this situation occurs.
  • Students on filing fee are not eligible for student academic appointments (GSR, TA, or tutor).
  • Students appointed less than 25% are NOT eligible for fee remission and the appropriate student academic title codes should be used (see table below).

To comply with this policy, programs are required to submit a separate fee remission authorization/cancellation form for each quarter that the student is appointed (list multiple students on one form). Send the form via email to General Accounting at the beginning of the quarter for which fee remission is being requested. Contact General Accounting for submission deadlines.

Graduate Education and Postdoctoral Affairs audits student academic appointments to insure policy compliance, verifies fee remission eligibility, and will contact programs if corrections must be made.

UC policy allows students with teaching assistant appointments a maximum of 18 quarters regardless of appointment percentage. No exceptions can be made to this policy.

Non-Taxability of Fee Remission: Fee remission is non-taxable. Therefore, fee remission benefits are not included in gross earnings reported to the IRS. However, fee remission benefits are listed on the 1098-T form and may be treated as tax-exempt income, per IRS Publication 970. See additional information on taxes.

Membership Election Form Procedure

There are contractual requirements for UC San Francisco to distribute the UAW Membership Election Form. A union membership election form shall be provided, upon appointment, to all new GSRs and ASEs. The forms are sent to new employees in the applicable bargaining units monthly around the 15th of the month via DocuSign.

Note: Current law limits the University’s communications with represented employees about union membership. All questions about the Membership Election Form, or about dues or fees, should be directed to the UAW (their contact information is on the bottom of the form). 

Employees should return completed Membership Election Forms directly to the union when they receive it via DocuSign. Alternatively, forms can be returned via email to the UAW at [email protected].

When budgeting student academic salaries on grant proposals, please note that fee remission is charged in addition to health benefits. Please use a 5% increase annually when budgeting tuition and fees in future years.

Transitional Position Pilot Program for GSRs

The goal of this program is to provide student employees, who have PI-funded appointments, a new transitional position. Graduate student employees (GSRs) are eligible for this program who meet the following criteria:

  • Are in good employment standing, including conduct and performance
  • Are dependent on their Principal Investigator for employment
  • Have been with their Principal Investigator for at least three quarters/two semesters (or the equivalent amount of time)
  • The graduate student employee has made a clear argument, corroborated by the department, that there is an irreparable employment-related conflict in the supervisor-supervisee relationship and that the supervisor relationship is beyond repair for reasons outside of the graduate student employee’s control or that the graduate student employee’s PI left the University.
  • Has not previously received a transitional position.

Graduate student employees who are selected will receive up to one quarter/semester of a transitional position as an ASE or GSR. UCSF will provide a transitional position for up to 6 students or up to $35,000, whichever comes first. This pilot program will begin March 3, 2025 and will expire on January 1, 2026, but may end earlier if the program requirements are met.
